Description:
Simple Swap You will have two (2) partners. You will send each partner 25 used postage stamps. Please don't send doubles or matching pictures in any way. The same face in 10 different colors isn't fun to receive. No more than 5 from one country. Be creative! This is an international swap because it's fun to get stamps from all over the world. No newbies on this one. I just can't risk flakers messing with anybody's stamp collection. No recent, unexplained 1's or 3's. I'll be checking.

Can they be both on and off paper?

I've never seen a used postage stamp off of paper before, but if you have them, sure!

I think she means do you have to steam them off the piece of paper you cut them from. It's extra work, but some prefer them that way.
