What is a mod sticker?

Mrs. Grossman's, Sandy Lion. etc. They are small to medium sized squares of stickers. The are perforated to separate each mod.

Is there a minimum number of stickers per sheet? Because some sheets have like 10 or 12 or less. And some sheets have like 60 or 80 or 100.
