If you can not communicate with your partner and host at all and just go ahead and give them a 1 without trying, You will not be in anymore of my swaps, without giving your partner a chance to resend. Mail gets lost or takes longer if its International. Give a person a chance to respond, If not, There is no need to be swapping as you are bringing down ratings on a person that may not be a flaker because you decided not to communicate.Think about it,you wouldn't want this to happen to you.
